Ontario to start reopening economy on May 19
Starting May 19, retailers, seasonal businesses, and health and community service providers will be permitted to reopen or expand their services provided that the general trend on health indicators continues to improve as part of this first stage. Workplaces and industries permitted to reopen as part of Ontario’s first stage include:
- Retail services that are not in shopping malls and have separate street-front entrances with measures in place that can enable physical distancing, such as limiting the number of customers in the store at any one time and booking appointments beforehand or on the spot;
- Seasonal businesses and recreational activities for individual or single competitors, including training and sport competitions conducted by a recognized national or provincial sport organization. This includes indoor and outdoor non-team sport competitions that can be played while maintaining physical distancing and without spectators, such as tennis and horse racing;
- Animal services, including pet care services such as grooming and training, and regular veterinary appointments;
- Indoor and outdoor household services, including housekeepers, cooks, cleaning and maintenance;
- Lifting essential workplace limits on construction; and,
- Certain health and medical services to resume, such as in-person counselling and scheduled surgeries based on the ability to meet pre-specified conditions as outlined in A Measured Approach to Planning for Surgeries and Procedures During the COVID-19 Pandemic and resuming professional services.
Starting Saturday May 16, these seasonal services and activities will be allowed to reopen:
- Golf courses;
- Marinas, boat clubs and public boat launches for recreational use;
- Private parks and campgrounds to enable preparation for the season and allow access for trailers and recreational vehicles whose owners have a full season contract; and,
- Businesses that board animals.
Access to PPE
The Ontario government has launched a website to provide businesses with information on personal protective equipment (PPE) suppliers. The Workplace PPE Supplier Directory will provide up-to-date lists of Ontario companies and business associations that are ready to supply PPE.
The Ontario Ministry of Labour, along with its health and safety partners, has issued more than 90 workplace safety guidelines for different workplaces, including offices, retail stores, construction sites, etc.

Montreal reopenings delayed – Schools to stay closed until September
That is why Premier Legault reluctantly announced that the conditions were not in place to permit the reopenings in the Greater Montreal.
- Elementary schools, which were supposed to open on May 25, will not open until next September. Some specialized schools, such as for children with disabilities or difficulties, could be opened to support these children and their families.
- The reopening of daycare services has been postponed to June 1st. Until then, developments will be closely studied by the government and public health authorities.
- As for businesses, the date of May 25 has been maintained for the time being. The government has recognized the growing concern of entrepreneurs and merchants, many of whom are facing competition from big-box stores that are still open.

Alberta lifts restrictions today — but not for the whole province
Alberta, meanwhile, is taking a step forward on Thursday as a range of businesses — including stores, daycares and hair salons — are being allowed to open across most of the province. Calgary and Brooks, which account for the majority of the active cases in the province, won't reopen at the same pace.

Saskatchewan schools closed until at least September
Saskatchewan schools are closed for the rest of the education year, and no decision has yet been made on whether students will return to in-person learning in the fall. The school year was formally ended earlier this month. Universities have said they will be returning to digital classrooms in the fall.

New Brunswick hosts virtual job fair
Over the past two days, the provincial government hosted a virtual job fair to help connect New Brunswickers looking for jobs with employers. More than 50 employers ranging from the seafood industry to the IT sector were represented, along with government departments. As of Wednesday morning, more than 1,800 job-seekers participated in the event.

Bank of Canada warns of excess business, household debt
The Bank of Canada says there are signs in the country's financial markets that suggest concern about the ability of companies to weather the COVID-19 economic crisis. The central bank has spent the last two months making a flurry of policy decisions that has seen it slash its target interest rate and embark on an unprecedented bond-buying program to ease the flow of credit.
The report suggests these measures have helped ease liquidity strains and provide easy access to short-term credit for companies and households. But it is warning this morning that a cash-flow problem for businesses seeing sharp revenue declines during the crisis could soon develop into a solvency issue. The report also raises concerns that household debt levels are likely to rise and become acute for households whose incomes don't fully recover from the pandemic. The Bank of Canada's review of the country's financial system says market prices point to a concern that defaults are likely to rise.
